During the last three years a Bay Area Regional Initiative (BARI)[1] has established a decision-making structure and spent approximately $7 million on collaborative regional homeless projects. In its regional research and policy development role BARI undertakes studies of timely issues that can inform all homeless organizations in the region as well as guide its own cross-jurisdictional and regional programs.
BARI now seeks to raise $10 million a year for the next ten years to continue and expand regional collaborative homeless work. Eleven county/city continuum-of-care boards, county and city governments, and nonprofit homeless service providers in the region are also looking for sources of long term funding to enhance their ability to deliver homeless services. This report is intended to provide background information and policy analysis which will be helpful to all these groups.
